What's It All About? The Torchwood Institute was founded by Queen Victoria to battle hostile aliens, and we don't mean the French. Headed in the present day by the immortal Capt. Jack Harkness, a recurring character in "Dr. Who," the group turns alien inventions against their makers while keeping the world blissfully unaware that life beyond Earth exists. "Torchwood" bears a strong resemblance to "Men in Black," though its agents are hardly as noble -— or as funny —- as J and K.
